CALL TO ORDER 
Eric Tolles, President, called the April Chapter Meeting to order at 11:30 a.m.

Pledge of Allegiance.

INTRODUCTIONS
The meeting began with self-introductions of members and visitors.

APPROVAL OF MINUTES
It was moved and seconded to approve the minutes of the February 2002 meeting.

TREASURER'S REPORT
Treasurer's report given by Faisal Jurdi. 
    >Account Balances as of 3/28/02:
          -  Checking $ 3,019.09
          -  Savings  $ 11,660.84 

CHAPTER BUSINESS

• Report by Khanh Nguyen, Building Official of Tustin, concerning the transfer of the El Toro Marine Base to the City of Tustin.
  
• Report by President Tolles, City of Irvine, on Building Standards Commission meeting that was held on March 20, 2002.

• Discussed the frustration of the building officials present at the meeting with the lack of building official representation in the state code adoption process.
• Four members from the Orange County Empire Chapter, and a total of approximately 30 Building Officials from throughout the state were in attendance at the meeting.
• Adoption of the Building Code, Mechanical Code, and Electrical Code made by Commission, and will be effective on November 1, 2002. 

• LA Basin Chapter is hosting Business Meeting of CALBO for 2004. A representative of the LA Basin Chapter stated that the Chapter may request assistance from the Orange County Chapter.
  
• Plaques were presented to the following individuals:

• Jim Martin, City of Garden Grove, in appreciation of his work in getting the Orange Empire Chapter installed as the first chapter to belong to all three Code bodies.
• Isam Hasenin, City of Long Beach, in appreciation of his work on the Education Committee.

• New Education Committee members were announced as follows: 

• Mike Hudson, Chair
• Sam Ghaly
• Scott Fazekas

• Alternate Materials and Methods of Construction Committee will be chaired by Jim Martin.
  
• Chapter website will be headed up by Buster Scholl.
  
• Report on the Code Adoption Committee hearings was given by Jay Elbettar. He stated that the final adoptions would be voted on at the Annual Business Meeting in Dallas/Fort Worth.

PROGRAM

• Henry Huang, P.E., Senior Civil Engineer, County of Los Angeles 

• Presentation and discussion of Code Adoption process on Seismic Provisions for Steel Structures
