MEETING MINUTES November 21, 2002 |
CALL TO ORDER
President Tolles stated that the January 2003 meeting will be conducted by the newly elected Board which will take place at our December 12, 2002 Holiday meeting.
The December 12, 2002 Holiday and Staff Appreciation Luncheon will be held at the Orange County Mining Company Restaurant (Angel’s Camp Room) at 11:30 a.m. Reservations by December 9th are Mandatory. R.S.V.P. to Sue Olson at (949) 724-6452. The cost is $25.00 per person. Enjoy winning door prizes and a delicious filet mignon lunch.
COMMUNICATIONS
President Tolles and Jay Elbettar, City of Newport Beach, reported on the November 4, 2002 Coordinating Council Meeting to review the NFPA 5000 Building Code.
Robert Payne of Keyline Sales discussed and distributed a tentative decision of the L.A. Superior Court Central, which denied a motion to intervene with the use and installation of PEX plastic pipe at the local level.
President Tolles announced with regret that Julie Seay, Anaheim Building Official, will not seek a second term on the CALBO Board of Directors due to family and job demands. Jay Elbettar, Building Director, City of Newport Beach, stated that he has been active on many CALBO committees and would be willing to fill the vacancy created by Ms. Seay’s resignation. In a motion, he received unanimous Chapter support to do so.
COMMITTEE REPORTS
Sam Ghaly, City of La Habra, Chairman of the Education Committee, announced that there will be a training seminar on "Disabled Access" presented by Michael Hudson, Chief Inspector, City of Buena Park, on December 9, 2002 at the City of Orange from 1:00 to 4:00 p.m. for a cost of $15.00.
Jay Elbettar, City of Newport Beach, Chair of the Chapter Website announced that the Website update is nearly complete and ready to come on-line. It emulates the CALBO and ICBO sites and Chapter members are encouraged to visit the new site.
A general discussion ensued that the Chapter needs to encourage major County Jurisdictions (like Santa Ana and Costa Mesa) to take part in and support chapter meetings. A concerted effort by active members should help in solving this lack of participation.

CALBO Update
o
Tony Elmo, CALBO President and Temecula’s Chief Building Official, reported on the Board’s effort to reorganize and reach out to its members.
o The CALBO Board created a Coordinating Council that acts as a conduit between membership, state agencies and CALBO committees to channel information and facilitate communication between CALBO and others that we interact and work with.
o Tony encouraged everyone to participate in the CA Code Adoption process and provided tips on how best to do this and become more effective.
o Tony stated that he attended the NFPA Annual meeting in Massachusetts to show interest and learn about their process.
o Jon Traw, former President of ICBO, explained the ANSI process, stating that these proprietary and private development standards are recommended by 13 appointed members from the Board of Directors of ANSI and are advisory to the Board only. He cautioned that NFPA 1124 deals with fireworks that are privately manufactured, packaged, stored and sold to the general public and was voted in by special interest and a travesty to Public Safety.
