UNFINISHED BUSINESS
- Scott Fazekas mentioned his meeting with OSHPD and DHS. The key points
were that all certified clinics (422A) are now required to be licensed by
DHS due to recent amendments to State Law. All clinics are to comply with
surgery center requirements and should therefore have at least one 270 sq.ft.
surgery room with accompanying (reversed) ventilation and no interior scrub
sink, even if it is only a "procedure" clinic. When they license a
surgery clinic, it is for good and future tenant changes are not monitored
or regulated. Also, Program Flexibility has been limited to very minor
procedural issues and should not affect basic facility configuration.
- Soroosh summarized the activities of responses to the Grand Jury report on
roofing. Most cities will allow any class A including wood which was a
response to a survey by the LARUCP.
- Dennis Bishop discussed that a contractor must have a C-39 if doing only
roofing unless it accompanies a remodel.
CITY CORNER
Eric Tolles, Building Official for the City of Irvine gave an update on their
City and is outlined as follows:
- Current annual valuation is $728 million.
- High rate of multi-family residential development.
- A northern sphere annexation is increasing the City's area from 46 to 72
square miles when the El Toro Annexation is complete.
- The Navy is selling four parcels to a private Park Development Agency
which can then acquire development fees from level of cooperation with the
City has been established.
Faisal Jurdi, Deputy Building Official for the City of Newport Beach gave an
update on their City and is outlines as follows:
- Current annual valuation is $185 million.
- High number of custom homes.
- A tract consiting of 21 units on 30 ft wide lots. Each unit consists of a
two story residence over parking and commercial on the first floor. Price
ranges between 1.5 and 2.8 million dollars.
- A new Balboa Bay Club Hotel and Banquet Facility is under construction.
- The Newport Coast Development has been annexed by the City but is being
inspected by the County.
- An annexation in the N.E. corner of the City will add approximately 1000
SFR's.
Howard Larnard announced that Pasadena adopted the NFPA 5000. He followed up
by mentioning it's the Pasadena in Texas.
NEW BUSINESS
- Faisal Jurdi opened a discussion about finances and that the cost of the
luncheons are not covered by the $15.00 fee. Suggestions were to raise fees,
offer more training or increase attendance. No specific action was taken at
this time.
NEW COMMUNICATIONS
- Chi-Tran with the County of Orange discussed a new ordinance that door
alarms cannot substitute for fencing. They deleted the door alarm exception
in the CBC. John Gustafson suggested that the Code Uniformity Committee
consider presenting this for Chapter consideration.
- Soroosh reminded the membership that May 8th is a combined meeting with
the LA Basin Chapter which will be in Long Beach.
- Soroosh also mentioned that he went to Council with a Resolution to
support the "I" Codes similar to that of Garden Grove. It was
approved.
COMMITTEE REPORTS
- The Code Development Committee met on March 4, 2003. Faisal Jurdi
discussed a new code change proposal which will be submitted. A motion was
made, seconded and unanimously approved. The change will allow all
residential doors to swing out over a 7 ¾" drop in elevation. Although
disapproved in the past, the IRC allows this at all except the main entry
doors.
- The Education Committee was covered by Mike Hudson. He reminded everyone
about the March 26th training day by Ron Mincer on changes to the 2001 CBC
Disabled Access Standards. He also informed the members that Hadi Tabatabaee
will be chairing the Committee and needs "help"!
- The Calbo report was given by Jim Martin, the newly elected Calbo Board
Member who will be our Chapter's representative. He covered the following:
- March 28th would be the HCD/League meeting. A number of NFPA/IBC
comparisons are supporting the IBC. The FPO's chaired by Laura Blaul have
not taken an official "concensus" position but Jim alluded that it
also looked favorable towards the IBC.
- Laura Blaul was awarded the Fire Official of the Year Award at the ABM. A
congratulations letter was prepared by the Chapter President.
- PEX ruling needs appealed by the SBSC by 4-1-03 or it will be required for
inclusion in the CPC.
- The 2002 NEC is being debated for utilization in the next code cycle but
HCD doesn't want Article 701-800 regarding low voltage.
- Calbo.org bookmark will be Calbo's new outlet for information.
- Interested parties should re-apply for committees each year. Applications
sunset each year and must be re-done.
- AB24 is pending on pool alarms subject to motion/vibration.
- AB209 & SB69 are similar and each discourage frivolous lawsuits on
accessibility issues.
- AB699 removes schools and hospitals from the State and puts under a board
of construction inspectors. Calbo hopes to study returning them to local
jurisdiction.
- AB1347 requires cities/counties depositing development agreement
associated funds to produce annual reports on how those funds are being
spent.
- AB1576 requires retrofitting of water heater anchorage in rental housing
by 2005.

- John Ford with CalOSHA is a Senior Safety Engineer responsible for
supervising all offices and is based in San Bernardino. He can be reached at
(909)383-4567 or http:/www.dir.ca.gov. His Powerpoint presentation is
available on disk by contacting him. In outline, the contents of his
presentation covered the following:
- Employer/Employee relationship needed in order to involve OSHA.
- Penalty:
- Civil $7K to $70K
- Criminal $250K to Jail Time
- Triggers:
- Complaints 70%
- Drive-bys or Accidents 30%
- Excavations:
- Cave-ins (highest Hazard)
- U.G. utilities
- Falls in trenches
- Exposure to hazardous atmosphere
- 100 deaths/yr.
- 10,000 injuries/year
- Permits for 5' deep
- Exemptions: PUC's, Gov't, Emergency Repairs, Graves, Pools.
- Buildings >36' tall-demo need permit
- Cities should instruct employees on jobsite ladder safety-could have
employer liability
- Miscellaneous other safety hazards discussed
- Discussed CCR T8 CSO Article 6 OSHA regulations describe a "competent
person" should be knowledgeable in soils retention, shoring, hazardous
atmosphere and have authority to take corrective measures.
