Soroosh Rahbari shared that Westminster’s response to the Grand Jury on roofing was that Class “B” will remain for now and that Class “A” assemblies will be considered by Council at the next code adoption cycle.
Buster Scholl shared that as a private consulting building official, their company is recommending Class “A” assembly ordinances in all of their cities due to liability as a consultant.
Howard Larnard, also a consultant shared that his recommendation has been to not recommend an ordinance at this time but to pursue working with the Chapter on code uniformity.
Soroosh suggested cost be considered when tailoring an ordinance. Upgrading a re-roof has greater fiscal impact than on new construction.
· No City Corner presentation was highlighted.
· Soroosh Rahbari surveyed if any cities were enforcing lead based paint mitigation based on S.B. 460. No hands were shown. A memo dated in February, 2003 states T-25 Housing Code enforcement through the Health Care Agencies is the proper enforcement vehicle. Tony Weimholt offered that Norwalk does Housing and they refer such issues to the Health Department.
· Jay Elbettar discussed Rick Becker’s website survey regarding low voltage electrical provisions in Article 800. HCD is proposing to exclude adoption of these provisions. Jay and other building officials at the Building Standards Commission Meeting argued in support of HCD based on the ramifications such provisions would cause such as additional inspection workload and administrative time for permit technicians. If adopted, permits and inspections would be required for doorbells. The BIA was appreciative of the initiative and preparedness of the building officials on this matter.
· Fady Mattar discussed the next Calbo ABM which will be in Long Beach, hosted by the LA Basin Chapter. The Chapter needs helping hands more than finances. Anyone who can offer time to assist should call Fady at (562) 570-7713 or e-mail him at famatta@ci.long-beach.ca.us. This wasn’t just a request. He said he was “begging”.
· The ICC report was given by Chuck Ramani. He covered the following:
The SFM code comparison has been completed. It is 590+ pages, however, no conclusions were drawn.
OSHPD code comparison was 2 pages.
41 states now have jurisdictions which have adopted one or more of the “I” Codes.
The State of Indiana may sign up for accreditation through ICC. Florida is already accredited. Accreditation of building departments by ICC is believed to be the best way of showing that the building officials via an ISO model of test criteria is where enforcement authority belongs for life-safety in buildings.
· The Education Committee update was given by Hadi Tabatabaee as follows:
The Disabled Access class in March had 39 attendees
April’s class is on the 2001 UPC update
June 16 and 18 Post Disaster ATC-20 training
is in Irvine. Flyers were distributed. Even certified persons with
unexpired cards will need to renew since the old cards will be invalid.
The new cards will be good for 3 years.

The Code Development Committee update was given by Faisal Jurdi.
He reported the code change on residential steps at doors was sent in on time.

PROGRAM
· Scott Fazekas presented a report on the comparisons made by a number of committees on the NFPA 5000 v.s. the ICC codes. Copies of the complete studies collected at the Monterey ABM were provided along with a summary overview. Also, the hot-off-the-press report from the So. Cal. F.P.O.’s was provided. All studies clearly indicated validated preference of the “I” Codes. A copy of the summary is included as an attachment to these Minutes.
· Soroosh Rahbari presented a brief presentation on NPDES requirements. Westminster is in the jurisdiction of two separate water quality control boards. It is mandatory to adopt a DAMP and LIP Ordinance. He offered assistance and/or copies if anyone has questions. During a following discussion Faisal Jurdi mentioned Newport Beach has adopted an ordinance for small water run-off even during non-rainy season for items such as initial run-off rock pits. Buster Scholl mentioned that in Aliso Viejo, Water Quality Control Permits are required even when they typically would be exempt. This funds enforcement.
· Faisal asked opinion from members as to retrofitting curb ramps in unloading
zones when doing remodels since the 2001 CBC no longer allows encroachment.
After discussion, Faisal summarized the input from several. Based on
case-by-case circumstances, a Hardship Waiver could be used.
· Soroosh asked opinion from members about using on-street parking if good proximity to entry is provided, when properly designed. Jay Elbettar cautioned using public property to meet private on-site needs. Hadi Tabatabaee stated disabled parking count is not a set mandatory amount but based on the on-site parking provided for in the design.
